Manipur Public Service Commission Organisation

The Manipur Public Service Commission is constituted in pursuance of Article 315 of the Constitution of India and it has been functioning at Imphal since 1972. The Commission consists of a chairman and two members.

 

Historical Perspective Manipur Public Service Commission

The Maharaja: During the British regime, the Maharja used to appoint the functionaries of the state.

The Rules of Management of the State of Manipur, enforced on 14 September 1935, empowered the Maharaja to appoint the members of the Durbar, while a British officer acted as the president of the Durbar.

After independence, for a brief period, the Manipur State Constituent Act 1947 provided for the formation of a Manipur State Appointment Board to be the "final authority" in all matters of appointments and promotions.

The Chief Commissioner: Following merger into the Indian Union on 15 October 1949, Manipur became a centrally administered area, and remained so till 31 October 1956. During this period, the Chief Commissioner appointed the functionaries of Manipur, subject to the control of the Central Government.

Territorial Council: Manipur became a Union Territory under the States’ Re-Organisation Act 1956 and Constitution (Seventh Amendment) Act 1956. Under the Territorial Council Act 1956 Manipur was allowed to constitute the Territorial Council with limited administrative powers over transferred subjects and appointment of officials thereto.

The Chief Commissioner, however, continued to function as the Chief appointing authority of the territory. Subsequently, the Territorial Council was abolished, and Manipur was placed under the Chief Commissioner from 11 May 1963 onwards with a Territorial Legislative Assembly and a Council of Ministers to assist him.

Manipur attained statehood on 21 January 1972 under the North- East Area (Re-organisation) Act 1971.

Manipur Public Service Commission: Under Article 315(4) of the Constitution, the Union Public Service Commission (UPSC) agreed to function as the Public Service Commission of the State of Manipur till 21 October 1972.

On 3 October 1972 the Governor of Manipur issued the order of constitution of the Manipur Public Service Commission under Article 318 with one Chairman and two Members. Shri B.K. Nehru, Governor of Manipur inaugurated the office of the Manipur Public Service Commission at a glittering function on 23 October 1972 at the Gandhi Memorial Hall, Imphal. Chief Minister, Shri Alimuddin presided over the function.

The Pioneering Brains: Shri G.B.K. Hooja MA, IAS was the inaugural Chairman of the Commission, while Shri Laishram Gopal Singh BA(Hon.), IPS and Shri Sibo Larho BA were the premiere members. Shri Karam Gourakishore Singh was the first Secretary of the Manipur Public Service Commission.

The Commission was housed in the Old Secretariat Building Complex for almost nine years; it was later shifted to the present location in January, 1981. Over the years, Manipur Public Service Commission have grown in stature with a senior IAS officer as the Secretary and an adequate number of officers and ancillary staff.

Article 320 of the Constitution of India lays down the functions of the State Public Service Commission. The functions of the State Public Service Commission are :

Eligibility of MPSC 2021-2022

Graduate candidates of any branch who have completed 19 years of age can appear for the ‘State Service Examination’.

History of Kerala Public Service Commission

There was a Public Service Commissioner in the erstwhile Travancore state whose duty was to select candidates for direct recruitment to various categories of posts under the Government.

G.D. Nokes was appointed as the first Public Service Commissioner on 14 June 1936.

The Office of the Public Service Commissioner, Travancore continued to function till the integration of Travancore and Cochin States.

In Cochin there was a Staff Selection Board constituted in 1936 to select candidates for initial recruitment to lower posts. In 1947 a three-member Cochin Public Service Commission was constituted under an Act of the State Legislature.

The Travancore-Cochin State was formed on 1 July 1949 by the integration of the two Princely States of Travancore and Cochin. With the integration of the States of Travancore and Cochin on 1 July 1949 a Public Service Commission for the State of Travancore-Cochin was constituted by an Ordinance.

There were three members on the Commission including the Chairman. The functions of the Travancore-Cochin Public Service Commission were generally the same as those laid down in the Government of India Act, 1935.

Later, when the Constitution of India came into force on 26 January 1950, the Travancore-Cochin Public Service Commission continued to function under the Constitutional Provisions.

The State of Kerala was formed on 1 November 1956 consequent on the Reorganisation of States.

It comprises the former Travancore-Cochin State (except the present Kanyakumari District and Shencottah Taluk of the present Tamil Nadu) and the Malabar District and the Kasargod Taluk of South Kanara District of the then composite Madras State.

With the formation of the State of Kerala on 1 November 1956 as a result of the reorganisation of States, the Travancore-Cochin Public Service Commission was transformed into the Kerala Public Service Commission. V.K. Velayudhan was the 1st Chairman of Kerala Public Service Commission. The number of the Members of the Commission was increased to Five in 1959, to Seven in 1971, to Eight in 1981, to Nine in 1982, to Thirteen in 1983, to Fourteen in 1984, to Fifteen in 1984 and to the present strength of Eighteen in 2005.

Jammu and Kashmir Public Service Commission widely known as JKPSC, is a constitutional body formed by the Government of India under articles 128 and 133 which conducts the civil services examination for appointment to various civil services in the Indian administered union territory of Jammu and Kashmir. The JKPSC, autonomous body select the officers for various key positions in state civil services according to the merits of the candidates and the rules of reservation.

 

History of JKPSC

The history of Jammu and Kashmir Public Service Commission begins with the Jammu and Kashmir Civil Services Regulation volume-II, which explains the civil services of the state.

The concept of conducting statewide competitive examination for appointment to specific posts came into consideration way back between 1954-1957.

During the Dogra Rule Maharaja Hari Singh had introduced Civil Service examination for the first time in the state in 1941. Before that the Maharaja used to nominate candidates for civil service training who after completing the training would join the state government.

Agha Nasir Ali was the first Kashmiri to top the civil service examination when they were introduced for the first time in 1941. He was the first Deputy Commissioner of Srinagar.

Later, previous rules were revoked by the Kashmir Civil Service Rules-1954. The formation of JKPSC is revealed by the Indian public service commissions which further explains the Constitution of India in Part XXI along with Article 370, giving autonomous status. Section 128 of the Constitution of J&K describes the formation of JKPSC which indicates the commission was set up on 2 September 1957.

 

Background of JKPSC

The Jammu and Kashmir Public Service Commission is the top-most constitutional body and senior-most civil services of the Government of India. Its headquarters are located in Solina area of Srinagar city, 190009.

The Commission is headed by its chairman who is responsible for the recruitment process, JKPSC policy formulation, and its implementation. The commission chairman including other members are appointed by the state governor.

History of HPPSC

The foundation of HPPSC came into existence on 1 November 1966 when the state governor requested President of India to establish a civil service body for the Himachal Pradesh state. It was originally established under the provisions of Act, 318 of Constitution of India which authorized the state government to form state public service commission.

 

Functions and Responsibilities of HPPSC

As amended in Article 320 of the Constitution of India, the State Public Service Commission is granted to perform the following functions

To conduct examinations for appointments to the services in its respective state.

If Union Public Service Commission requested by two or more state commissions in assisting framing, or operating schemes of joint recruitment for any service for which candidates possessing special qualifications are required.

To make appointments to state civil services.

To promote and transfer from one service to another and to check the suitability of candidates for such decisions.

It was originally established under the provisions of Punjab Reorganisation Act, 1966. Government of India Act 1935 authorized the state government to form state public service commission.
